I think if we go 100pts for the Howdah (20 models max - like the folding fortress)
i'd say 500pts all in.
to add survivability give it Waaaghpaint Megaglyphs for a 4+ ward vs multiple wounding hits and up it's T to 10

I'd also give it a Stone-thrower option if it hasn't charged.

at T8, cannon wound on 2+ so could take it out in 2 shots.

the ward (painted on the howdah - acting like the ironcurse icon etc) was there as a way of giving it some anti-multiwound hit protection
instead of being a 4+ ward on multiwounds how about?

keeping at T10 (mainly because it's so huge, attacks can't get near anything vital)

...the ward save = the roll needed to wound.

A cannon is capable of breaking down castle walls so even though I know a mammoth is big and tough - its not THAT tough, I also think that in combat there should be a difference between when the strongest of lords are trying to wound it (S7) - to when the gobbo spearmen are (S3) (same for bolt thrower vs bow) - for those reasons I think T7 is a good mark.

However I do take the point about that in large games (where this thing is likely to be fielded) a couple of empire cannons or I guess even stone throwers can make quite a mess of it. However its not easy coming up with a rule which makes sense against those specific ones (because dwarf cannons aren't a problem) but doesn't make it far too hard to kill vs everything else.

Think the simplest way of doing it would be something like - "it can never suffer from d6 wounds, they only count as d3". That means that on average it'll take 5 wounding cannon hits before dying. Don't think there's anything in the game other than a great unclean one (who costs about the same but doesn't do near as much damage as this mammoth) who can take than many cannons to the face, and the GUO really should be the toughest thing going.

Besides - you can't try and cover every weakness it has with more rules - else it'll just end up impossible for an opponent to do anything about lol

Edit: Also while the general idea of the howdah being a building is fine for some of the rules - the assault rules wont work very well (as if you fail to assault a building you fall back 1" from it which is a bit of an issue when the buildings ontop of a mammoth which other things are likely in combat with too, think it'll get pretty messy. Good to use those rules for things like los of shooters and hard cover etc though.
